Modifying certain provisions governing state employment; defining or redefining
certain terms; modifying the requirement for the commissioner of employee
relations (DOER) to adopt a rule relating to the employee selection process;
eliminating the requirement for the commissioner to develop procedures for the
pilots of the reengineered employee selection process; modifying the selection
and appointment process, requiring the commissioner to establish, publicize and
enforce minimum requirements for application and minimum and maximum terms of
eligibility, requiring appointing authorities to enforce minimum application
requirements for individuals expressing interest directly to the appointing
authority; eliminating competitive open and promotional examinations;
prescribing a process for limited selection of applicants by the commissioner
and authorizing the commissioner to remove certain applicants from
consideration; modifying certain provisional appointments restrictions;
exempting certain employees from the four year reinstatement limit; modifying
the veterans preference program; continuing the human resources system pilot
project; repealing certain definitions, certain requirements for the ranking and
certification of eligibles and certain provisions providing for emergency,
temporary, exceptional, labor service, routine service and entry clerical
appointments, appointments to positions in shortage occupations and a selection
process for department of revenue seasonal employees (je)
