Authorizing and providing for school districts to establish education
administrative districts to increase the efficiency of administrative services
for kindergarten through grade 12 public schools by combining the administrative
functions of multiple schools districts while preserving independent district
control of individual school sites; authorizing school boards to enter into
agreements to establish the districts, specifying certain agreement
requirements; prescribing certain requirements for formation of the districts;
requiring commissioner of education review of and comment on the agreements;
specifying certain notice and public hearing requirements; providing for the
creation of education administrative district boards to implement the
agreements, specifying certain board membership requirements and powers and
duties, requiring annual reports to member districts and the commissioner
relating to district activities and providing for implementation and review of
the agreements and for administrative services within the districts; authorizing
member school districts to levy for costs approved by the commissioner for
retirement and severance incentives and other start up costs and to jointly
report to the department of education; providing for additional and withdrawing
school district members and for dissolution of the administrative districts
