Providing for a comprehensive watershed management planning program; requiring
the board of water and soil resources (BWSR) to work with state and federal
agencies, academia, local governments, and practitioners for water quality and
soil conservation protection standardized specifications; specifying
coordination, plan content, timelines, and authority; defining soil health;
requiring BWSR to develop and implement a state-led technical training and
certification program; allowing district boards to contract to furnish financial
aid to a land occupier for certain land management practices
