3E Relating to natural resources and the environment; modifying off-highway
motorcycle, snowmobile, all-terrain vehicle (ATV) report of ownership,
registration transfers, and ownership termination; modifying invasive species
provisions; providing for temporary water surface use controls in constructions
areas, surface water use, water safety and watercraft modifications; regulating
wake surfing and modifying life jacket requirements; modifying requirements for
fire training; modifying certain auxiliary forest provisions; modifying and
expanding once-through water use permits and waiving payment of fees for
unpermitted appropriations for certain residential once-through cooling systems;
providing civil penalties; modifying conservation forest land and state trail
and park provisions; excepting the Stuntz Bay boat house area from fee
application; modifying the state park permit military personnel exemption to be
an annual permit and to include dependents; expanding the annual park permit for
disabled veterans to include any level of disability; making certain pollution
control agency (PCA) policy changes; modifying public entity purchasing
requirements; modifying solid waste provisions; modifying subsurface sewage
treatment systems (SSTS) provisions; modifying compensable losses due to harmful
substances; modifying registration fee provisions relating to the recycling of
video display devices; modifying eligibility for certain grants; requiring
rulemaking for SSTS conformity purposes, septic system professionals
eligibility, and existing campgrounds and resorts; exempting the mine tour
operation at Lake Vermilion-Soudan Underground Mine state park from certain
state elevator requirements; requiring commissioner of natural resources (DNR)
rulemaking for water surface use restrictions and personal flotation devices;
repealing auxiliary forests taxation, application, contract, restriction,
special taxes and placement by purchaser provisions
