exempting certain search firms from employment agency licensing requirements,
authorizing the commissioner of labor and industry to inspect certain records
for exemption conditions compliance purposes; requiring employment agencies
offering search firm services and search firms offering employment agency
services to register with the commissioner as licensed employment agencies,
prohibiting the offering of search firm and employment agency services at the
same location; prohibiting employers from charging job candidates for search
firm fees
