families and learning to appeal to an administrative law judge in the office of
administrative hearings the findings of the commissioner of applicant failure to
meet grant criteria; authorizing the administrative law judge to conduct a
hearing, take oral testimony or accept written documentation in reviewing the
findings of the commissioner; requiring the commissioner to award the grant to
the applicant upon a determination of applicant eligibility and to pay
administrative law judge costs (ra)
