E Relating to the practice of dentistry; specifying certain authorized services
of dental hygienists as employees of health care facilities, requiring general
supervision of and a collaborative agreement with a licensed dentist; requiring
the commissioner of human services to establish a program to reimburse retired
dentists for the license fee and the cost of malpractice insurance in exchange
for a certain number of hours of dental services on a volunteer basis at
community dental or dental training clinics located at state colleges or
universities, specifying certain dentist documentation requirements; requiring
the commissioner to establish a dental practice donation program coordinating
donation of qualifying dental practices to qualified charitable organizations
and licensed dentists wishing to maintain the practices, specifying certain
dental practice qualification requirements, requiring location in designated
underserved areas of the state as defined by the commissioner; requiring the
commissioner to establish a procedure for dentists to donate dental practices to
a qualified charitable organization, requiring the commissioner upon donation of
the practice to provide the donating dentist with a statement verifying the
donation for state and federal income tax purposes; requiring dentists accepting
donated practices to enter into an agreement with the qualified charitable
organization to maintain the practice for a certain minimum number of years at
the donated practice site and to provide services to underserved populations,
requiring the agreement to include terms for the recovery of the donated dental
practice for accepting dentist nonfulfillment of the service commitment;
providing medical assistance (MA) reimbursement for dental services to persons
failing to keep certain appointments; requiring the board of dentistry in
consultation with the university of Minnesota school of dentistry, the Minnesota
state colleges and universities, the commissioner of health and licensed
dentists and dental hygienists to develop a new dental auxiliary category
entitled dental restorative practitioner to work with dentists to provide cavity
preparations and restorations and other selected technical skills, requiring the
board to establish a standard of practice and necessary educational
qualifications for the practitioner, requiring the board to recommend certain
amendments to the legislature by a certain date to permit foreign trained
dentists to practice as dental hygienists or dental restorative practitioners;
requiring MnSCU in consultation with the board to develop a training curriculum
for the practitioner; requiring the commissioner of health in consultation with
MnSCU to determine the capital improvements needed to establish community based
dental clinics at state colleges and universities to be used as training sites
and as public dental clinics for public program recipients, requiring submission
of costs as part of the legislative capital budget request (mk, ja)
