1E Relating to alcohol; clarifying provisions for public facilities to
allow
noncommercial alcohol use without obtaining a license; defining public
facility; permitting a city to issue on-sale intoxicating liquor, on-sale wine
licenses and on-sale malt liquor licenses to a convention center within the
city; modifying application requirements for the issuance of on-sale
intoxicating liquor licenses to the board of regents for a stadium or arena
event at the University of Minnesota by commissioner of public safety;
authorizing commissioner of public safety to issue an on-sale liquor license to
the Duluth entertainment and convention center authority for beverage sales on
the premises of the DECC arena during intercollegiate hockey games; authorizing
exclusive liquor stores to sell alcohol control devices to prevent underage
drinking in homes; allowing exclusive liquor stores to sell multiple use bags
designed to carry purchased items; modifying certain restrictions relating to
direct wine shipments into the state; modifying penalties; permitting the
metropolitan airports commission (MAC) to allow extended hours of sale at
on-sale locations within security areas at the Humphrey and Lindbergh airport
terminals; authorizing Minneapolis to issue an on-sale intoxicating liquor
license to Augsburg college; authorizing the city of Grand Marais to issue
additional on-sale intoxicating liquor licenses, on-sale wine licenses and
on-sale malt liquor licenses under certain conditions
