Imposing a duty to repair, refund or replace on computer manufacturers,
requiring notice from the consumer; requiring repair of computers or certain
equipment sold with computers (peripherals) not conforming to applicable express
warranties; requiring and providing for refund or replacement in cases of
inability to repair, providing an affirmative defense and a presumption of a
reasonable number of attempts to repair; requiring notice of the duty at the
time of purchase or lease, consumers leasing computers not to be entitled to
replacement; specifying certain conditions for the resale or release of returned
computers; requiring manufacturers to operate or participate in an informal
dispute settlement mechanism, specifying certain mechanism requirements and
providing for the effect and admissibility of the nonbinding decisions,
authorizing removal to district court; providing for civil remedies and imposing
a statute of limitations on actions; providing for the disclosure of certain
mechanism information to the public by the attorney general; dealer liability
