E Establishing the Minnesota families foundation as a nonprofit foundation to
support self sufficiency and reduce long term dependency on government;
requiring and providing for governance by a board of directors, specifying
membership and certain foundation funds investment requirements; requiring the
foundation to provide grants to nonprofit community based organizations to
support certain activities, match requirement; requiring annual reports to the
governor and legislature, specifying certain report content requirements;
providing for dissolution of the foundation on a certain date; creating the
medical education and research endowment fund, requiring the commissioner of
finance to credit a certain percentage of the tobacco litigation settlement
payments received by the state on certain dates to the fund, requiring
investment by the state board of investment and providing for expenditures from
the fund by the commissioner of health, specifying legislative auditor audit
requirements, sunset; eliminating the medical education and research trust fund
and the advisory committee; requiring the commissioner of health to appoint an
advisory committee to provide advice and oversight on the distribution of funds
from the medical education and research endowment fund, specifying certain
membership representation requirements; expanding the criteria for commissioner
distribution of medical education funds and modifying certain eligible provider
review requirements; requiring the commissioner in consultation with the
advisory committee to make recommendations to the legislature by a certain date
for the submission, review and approval of research grant applications,
specifying a process priority; creating the health care fund, specifying certain
tobacco litigation settlement payments deposit and state board of investment
investment requirements; requesting the university of Minnesota board of regents
to adopt a biennial budget plan for expenditures from the medical education and
research endowment fund for the instructional costs of health professional
programs at publicly funded academic health centers; creating the tobacco
prevention endowment fund as a nonexpendable trust fund to reduce the human and
economic consequences of tobacco use through tobacco prevention measures,
specifying certain tobacco litigation settlement payments deposit and state
board of investment investment requirements, requiring allocation by the
commissioner of health to the Minnesota partnership for action against tobacco
for tobacco use prevention measures, requiring expenditure audits by the
legislative auditor and annual reports to the legislature by the partnership on
prevention measures and initiatives, specifying certain report content
requirements, fund sunset; creating the senior prescription drug endowment fund
to pay the annual premiums for certain low income seniors, specifying certain
commissioner of finance tobacco litigation settlement payments deposit and cost
forecast and state board of investment investment requirements; appropriating
