expanding the notice requirement relating to termination of participation in
federally assisted rental housing programs to owner notice to public housing
agencies responsible for administering tenant based rental assistance to persons
in danger of displacement and to the housing finance agency (HFA) relating to
mortgage or loan prepayment or rental assistance contract expiration or renewal,
defining federally assisted rental housing and specifying certain notice content
and posting requirements; requiring owners to provide certain information to
public agencies on request; authorizing damages recovery for owner violation of
