August to March; requiring that a presidential primary be held in March of an

elected; specifying candidates required to be on the ballot, specifying filing
time period and fee, establishing certain requirements relating to announcement
and notification of candidates; specifying certain process for selection of
delegates for national convention balloting; authorizing the changing of the
date of local primary elections under certain conditions
