Requiring counties to provide housing for sex offenders in the community and
providing an exception; providing a mandatory lifetime probation for sex
offenders; adjusting eligibility for release from prison for certain sex
offenders; providing a mandatory statutory maximum sentence for repeat
offenders, exception; allowing stay of imposition; providing an indeterminate
sentence and a minimum term of imprisonment to be executed; establishing a
special review panel to make sex offender release decisions; precluding the
subsequent civil commitment of certain sex offenders subject to enhanced
sentences; requiring the commissioner of corrections to provide a certain amount
of treatment; appropriating money to the commissioner of corrections; repealing
the mandatory ten-year conditional release term
