2E Modifying local government requirements for securing vacant property and
buildings; clarifying tenant rights with respect to property subject to
cancellations of contract for deed or mortgage foreclosures; modifying reduced
redemption foreclosure requisites of notice, posted property requirements and
owner and occupant definitions relative to nuisance property; providing for
imposition of fines for failure to maintain property specifying duty to enter
and protect premises against trespass for mortgage or sheriff certificate
holders; modifying certain proceedings for proof of abandonment for purposes of
a reduced mortgage foreclosure redemption period, clarifying certain
consequences for failure to appear at a hearing relating to abandoned
properties; expanding nuisance property regulation to include multiple alcoholic
beverage sales or gifts in abandoned buildings in violation of liquor regulation
and under age drinking law
