requirements under the Minnesota family investment program (MFIP) for human
trafficking victims; modifying and clarifying the definition of human
trafficking; providing waivers for human trafficking victims, requiring

counselor or county and person trained in human trafficking; providing
hard-to-employ participants hardship extensions; specifying certain human
trafficking waiver criteria; allowing family stabilization services for
recipients of the human trafficking waiver
