director upon the unavailability of certain fuels for sale to licensed
distributors; requiring the director of weights and measures to grant a
temporary exemption from certain diesel biodiesel blending requirements under
certain conditions; authorizing the director or delegated employee to waive a
penalty for violating certain ethanol and biodiesel requirements under certain
conditions
