contractors regulated by the board of architecture, engineering, land surveying,
landscape architecture, geoscience and interior design, exempting agency
contracts subject to designer selection board selection from the procedures;
requiring qualification based selection, procedures for screening and selection
of contractors to be within the sole discretion of the agency, requiring
approval by the commissioner of administration, authorizing adjustments to
accommodate the requirements of particular projects; requiring the ranking of
prospective contractors based on agency specifications approved by the
commissioner and providing for negotiation of conditions based on the scope of
the services, specifying certain compensation level requirements; requiring
termination and continuation of the negotiation process under certain conditions
