the camping area on the state fairgrounds during the state fair under certain
conditions regardless of rules adopted by the commissioner of health;
authorizing livestock and midway exhibitors to sleep in vehicles displaying
valid exhibitor parking permits in designated state fairground parking lots
during the state fair
