municipal clerks to receive training from secretary of state before
administering early voting; modifying hours county auditors and municipal clerks
accept absentee ballot applications and allow the casting of absentee ballots;
prescribing early voting balloting procedure; specifying a time period for early
voting; prescribing hours and locations for early voting; requiring the county
auditor to post days, times and locations of early voting a certain number of
days before voting begins; specifying voting procedures; requiring the recording
of votes in the statewide voter registration system; requiring early voting
rosters be marked by beginning of election day; prescribing ballot storage and
counting procedures; requiring person voting early to sign roster; specifying
roster ballot statement; requiring the testing of early voting equipment a
certain number of days before election; requiring early ballots counted
centrally to be considered a precinct; repealing provision regarding the
delivery of absentee ballots to hospital patients and residents of health care
facilities who are eligible voters and who have applied for absentee ballots;
specifying certain criteria the secretary of state must certify before early
voting authorization becomes effective
