court to establish a statewide registration system for guardians and
conservators, providing a bill of rights for wards and protected persons,
requiring professional guardian certification for court appointment
qualification, exemption for nonprofit organizations, requiring certain
disclosures prior to hearing (preliminaries), requiring proposed guardians to
file informational statements with court, allowing professional guardians and
conservators as court appointed and allowing persons related by blood, adoption
or marriage, requiring rights to termination notices to be sent to interested
persons and allowing request for order modification, prohibiting guardian
revocation of appointment of agent of health care directive, requiring guardian
reports to be provided to wards and interested persons and allowing challenges
and allowing court orders in best interests of wards, requiring certain proposed
counsel disclosures, conservator information statements court filings, and bond
posting, allowing protected or interested person of record to challenge account
statements
