5E Expanding authorization for compensation for crop, pasture or fence damage
caused by elk; modifying containment facility; modifying aquaculture regulation,
establishing fish sample collecting and training; modifying the definitions of
certain all-terrain vehicles; requiring the commissioner of natural resources
(DNR) to prepare fish and wildlife management plans; clarifying infested water
bait harvest; modifying game bird, small game, undressed bird, unprotected bird,
and wild animals definitions; modifying game and fish provisions; expanding
department of natural resources (DNR) game and fish lottery and drawing
preferences for qualified service members (veterans) to residents in receipt of
a purple heart medal and veterans with service-connected disabilities;
permitting deer killed by a motor vehicle to be kept by the driver under certain
conditions; prohibiting parents and legal guardians from allowing unlicensed
minors to hunt; modifying conditions when a hunter can take deer by using a
muzzleloader with a scope; modifying hunting provisions, removing deer, moose
and elk stand height restrictions; modifying bear hunting license drawing
provisions; allowing use of a drum while baiting bear on private land; allowing
the DNR commissioner to authorize taking elk causing damage or nuisance,
clarifying gray wolf open season definition; authorizing road authorities to
remove or kill beavers associated with lodges, requiring conservation officer
notification, permitting local beaver control program implementation design to
reduce incident count, allowing a bounty for lawful taking; modifying fishing
provisions; limiting the number of experimental and special management waters
designated for northern pike; expanding DNR game and fish lottery and drawing
preferences for qualified service members (veterans) to residents in receipt of
a purple heart medal and veterans with service-connected disabilities; requiring
certification that frozen or dead fish bait are disease free; modifying board of
water and soil resources (BWSR) powers and duties; modifying the pasture
exemption from feedlot requirements by including certain agricultural land in
the pasture definition and specifying conditions; allowing local government
units to offer by resolution bounties on coyotes; establishing immunity for
individuals grazing livestock on state lands under certain circumstances;
specifying duties and liability for land leased to the state for state-sponsored
walk-in access programs; amending state rules to allow an option for game farm
licenses to use approved report and sales receipt formats requiring shallow
lakes management report; requiring the commissioner of natural resources (DNR)
to amend rules to allow spear fishing on Cass Lake; modifying certain deer
hunting rules; authorizing consumptive use of water in Cook county for
snowmaking and potable water purposes; extending the interest in lands occupied
by the Minnesota zoo in Dakota county, compliance requirement; repealing fish
and wildlife resources management, strategic, long-range, and operational plans,
intensive, lottery, and managed deer areas, turkey licenses application and
eligibility spring season, moose and elk stand restrictions and fishing contests
without a permit
