treatment providers to charge and collect copays from all offenders +to fund the
cost of treatment; requiring the commissioner of human services to +prohibit
persons civilly committed as sexual psychopathic personalities or +sexually
dangerous persons from possessing or receiving obscene material, +material
depicting sexual conduct or pornographic work while receiving +services in a
secure treatment facility operated by the sex offender program or +other
facilities operated by the commissioner(ra, ja)
