Relating to education

ARTICLE 1 - GENERAL EDUCATION

Modifying pupil of
limited English proficiency (LEP) and the general education revenue formula;
defining all-day kindergarten revenue and specifying optional participation;
appropriating money to the department of education for general education aid,
enrollment options transportation, abatement revenue, consolidation transition,
nonpublic pupil education aid and transportation, Angle Inlet School in
independent school district (ISD) #690, the compensatory revenue pilot project,
and teaching licensure by portfolio

ARTICLE 2 - EDUCATION
EXCELLENCE

Modifying reading intervention, the educational planning and
assessment system (EPAS) program, alternative compensation revenue, and building
lease aid; establishing the governor's award for excellence in education, the
achievement gap innovation fund; specifying ineligibility for charter school
start-up aid for schools in first year of operation; appropriating money to the
department of education for charter school building lease and startup aid,
integration aid, interdistrict desegregation or integration transportation
grants, success for the future, American Indian teacher preparation grants,
tribal contract schools, early childhood programs at tribal schools, the
statewide testing and reporting system, examination fees for teacher training
and support programs for advanced placement (AP) and international baccalaureate
(IB), concurrent enrollment programs, collaborative urban educator, youth works
program, student organizations, early childhood literacy programs, governor's
excellence in education award, and governor's achievement gap innovation fund;
repealing charter school revenue for start-up costs, magnet school and program
grants, and metropolitan magnet school grants

ARTICLE 3 - SPECIAL
PROGRAMS

Appropriating money to the department of education for regular
special education, aid for children with disabilities, travel for home-based
services, special education excess costs, court-placed special education
revenue, and special education out-of-state tuition

ARTICLE 4 - FACILITIES
AND TECHNOLOGY

Appropriating money for health and safety revenue, debt
service equalization, alternative facilities bonding aid, equity in
telecommunications access, and deferred maintenance aid

ARTICLE 5 - NUTRITION
AND ACCOUNTING

Modifying the school district levy recognition, adjustments,
and aid payments; specifying a levy aid recognition time frame; appropriating
money to the department of education for school lunch, school breakfast,
kindergarten milk, and summer school service replacement aid

ARTICLE 6 -
LIBRARIES

Appropriating money to the department of education for basic system
support, multicounty and multitype library systems, electronic library for
Minnesota, and regional library telecommunications aid

ARTICLE 7 - EARLY
CHILDHOOD EDUCATION

Appropriating money to the department of education for
school readiness, early childhood family education aid (ECFE), health and
developmental screening aid, head start program, educate parents partnership,
kindergarten entrance assessment initiative and intervention, and quality rating
and improvement system

ARTICLE 8 - PREVENTION

Appropriating money to the
department of education for community education aid, adults with disabilities
program aid, hearing-impaired adults, and school-age revenue

ARTICLE 9 -
SELF-SUFFICIENCY AND LIFELONG LEARNING

Modifying state total adult basic
education aid; appropriating money to the department of education for adult
basic education aid and GED tests

ARTICLE 10 - STATE AGENCIES

Modifying
admissions for the Minnesota State Academies for the deaf and blind;
appropriating money to the department of education, the Minnesota State
Academies, and the Perpich Center for Arts Education
