Relating to energy; increasing and extending the public utilities renewable
energy technology standard through 2030; requiring the public utilities
commission (PUC) to determine a uniform reporting system of rate impacts meeting
the renewable energy standard; providing a solar energy standard and regulating
solar generated energy credits use; requiring the PUC to facilitate trading of
energy credits between Minnesota and other states; exempting wind and solar
energies from the certificate of need process; repealing certificate of need for
large energy facility renewable energy standard facilities
