to cooperatively acquire land for and develop a trail and designated
nonmotorized route around Silver Lake, requiring a priority for sections of the
trail serving as portions of the gateway regional trail; requiring cooperation
and consultation with the cities of North St. Paul, Maplewood and Oakdale;
requiring the counties to cooperatively develop a master plan for Silver Lake
(Joy) park and a separate plan for the trail and route around Silver Lake with
the involved cities and the departments of transportation (DOT) and natural
