E Authorizing the board of directors of the Minnesota state retirement system
(MSRS) and the boards of trustees of the public employees (PERA) and teachers
retirement associations (TRA) to expend or pledge pension funds or revenue bond
proceeds for the common ownership, operation and improvement of a building and
related facilities for administration of the public pension systems; exempting
the planning, selection, design and building of the facilities from capitol area
architectural and planning board (CAAPB) approval, competitive design planning
and department of administration capital improvements and procurement
provisions; prescribing certain contracting procedures; authorizing
consideration of building sites in the city of St. Paul and surrounding suburbs;
requiring common ownership of land, building or facilities; granting the boards
certain lease or rental authority; requiring the boards to adopt working
agreements, specifying certain agreement content requirements; authorizing
certain contracts and use of the department of administration; authorizing and
providing for the issuance of revenue bonds by the boards, specifying the
nonliability of the state and of individual board members; making optional the
requirement for the state to provide suitable office space for the PERA and TRA
