mechanism as a contract or financial instrument obligating an entity +to buy or
sell a specified amount of an energy commodity at a future date and a+ set
price; specifying certain conditions and policies and procedures +development
requirements for the use of forward pricing transactions or +mechanisms,
requiring establishment of an oversight process (mk)
