placement of children, specifying a distribution formula, requiring payment by
the commissioner of revenue and requiring the commissioner of human services to
annually include in family preservation aid filings the number of children in
out of home placement for each county for a certain previous number of years;
requiring and providing for inflation adjustment of the aid; requiring counties
to allocate a certain percentage of funds received for local funding of early
intervention services to reduce out of home placement costs, specifying certain
required uses of the funds, requiring county agency annual inclusion in
community social services plans (CSSA) and family preservation aid reports
detailed explanations of use of the aid, specifying a certain county maintenance
of effort requirement; requiring the commissioner of human services to track
expenditures for the services and in consultation with county representatives to
develop reporting requirements relating to expenditures for county
accountability determination purposes and report to the legislature;
appropriating money to the commissioner of revenue to pay the aid (je, ja)
