lists, requiring lists to be furnished to the secretary of state and the
secretary of state to furnish electronic lists to county auditors and county
auditors to forward names to municipal clerks, allowing appointing authorities
to pass resolutions authorizing appointment of additional election judges within
a certain time prior to elections, removing an election judge ballot initialing
requirement; modifying excess ballot requirements
