benefits transfer (EBT) to buy certain products; regulating the withdrawal and

card; requiring the commissioner of human services to apply to the United States
Department of Agriculture (USDA) to conduct a demonstration project encouraging
residents on the supplemental nutrition program to buy Minnesota grown
foods
