services to create and maintain a centralized register of individuals who
voluntarily wish to be ineligible to purchase firearms for a self-determined
period of time, requiring firearms and explosives background check information
availability; providing a firearms permit denial procedure; mandating chiefs of
police and sheriffs to accept the voluntary surrender of firearms and ammunition
from persons on the voluntary register; establishing procedures for return of
the firearms and ammunition upon request
