2E Establishing a state lottery board with membership to be appointed by the
governor with the advice and consent of the senate, specifying membership
requirements and responsibilities; prohibiting lottery prize payments to,
certain conflicts of interest by and certain future employment of board members;
transferring the responsibility for contracting for annual certified audits of
lottery accounts and transactions from the lottery director to the board,
requiring filing of audit report copies with the director and full cooperation
with audits, evaluations or investigations initiated by the legislative auditor;
providing for appointment of initial board members
