and water conservation policy; updating the definitions of federal +and
nominating petition; changing the term land occupiers to resident +owners for
district formation purposes and specifying the number of resident +owners
required to sign and file a petition for areas proposed for +organization as
districts, defining resident owner; modifying certain district +establishment
and dissolution referendum scheduling and administration +requirements;
expanding certain consideration requirements of the board of water +and soil
resources (BOWSR) in determining the administrative feasibility of +operating a
district; modifying certain district supervisors appointment and +election
requirements and the terms; modifying certain requirements for +petitions to
consolidate, separate or terminate districts and authorizing the +board to
delegate district rights and duties to local government units in +dissolution
cases; authorizing county boards to establish supervisor districts +under
certain conditions; placing a limit on supervisor per diem +compensation;
modifying the procedure for removal of supervisors; modifying certain+ district
comprehensive plan preparation, content and amendment requirements +and granting
districts certain water quality improvement projects authority; +modifying the
authority of districts to administer official controls; specifying +certain
district coordination and cooperation requirements; expanding the +duties of the
state board relating to district consolidation or reorganization and +funds
expenditure; including elected or appointed soil and water +conservation
