programs, requiring districts offering the programs to make the programs
available to all students eligible for free or reduced price lunch; authorizing
school boards to charge a fee for students ineligible for free or reduced priced
lunch attending the programs, requiring the commissioner of children, families
and learning to establish and make available to participating districts a
recommended sliding scale fee policy; school sites transitional funding
provision; appropriating money to the commissioner for and repealing the
