taking, possessing or transporting wild animals in closed seasons and with a
restitution value of over a certain dollar amount; authorizing enforcement
officer seizure of related boats, motors and trailers and providing for joint
and several liability for certain violations; requiring seizure of game and fish
licenses under certain conditions, providing for administrative and judicial
review, for temporary release of commercial licenses, for return or revocation
of licenses upon dismissal or conviction and for license revocation after
conviction, expanding the commercial license reinstatement authority of the
commissioner of natural resources (DNR); establishing possession criteria for
minnow dealers and commercial netting operations; establishing restitution
values for certain game birds and fish, specifying certain commissioner rule
