4E Relating to notaries public; modifying district court administrator notary
commission fees; specifying a minimum charge for notaries public notarial acts;
modifying ex officio notary public identifying language; modifying requirements
for certificate of notarial acts and nonresident notaries, increasing the
nonrefundable notarial commission application fee to secretary of state and
requiring the secretary of state to forward fees to commissioner of Minnesota
management and budget (MMB) (finance); clarifying and modifying notarial
commission terms; requiring notaries and ex officio notaries to obtain official
stamps and specifying official notarial stamp requirements; modifying the
electronic seal; clarifying requirements for the validation and legalization of
certain instruments for the admission of a document in court; modifying record
of commission requirements; imposing a county notary certificate fee; providing
for accommodation of physical limitations; allowing notary removal by
commissioner of commerce; allowing the reduced marriage license fee for couples
presenting documentation marked with a church seal; repealing notaries public
maximum fees and date of expiration of commission and name to be
endorsed
