application process and plate issuing procedure; requiring the commissioners of
natural resources (DNR) and public safety to jointly select a suitable symbol
for use by the commissioner to design the special plate; prohibiting refund of
contributions; providing for plate transfers; creating the Mississippi River
donation account; requiring contributions to be credited to the Mississippi
River donation account; requiring the commissioner of public safety to maintain
a record of the number of plates issued
