advisory commission, specifying requirements related to membership, terms,
certain limitations, voting procedure and compensation; specifying staff;
requiring the commissioner of revenue to report to the advisory commission;
authorizing the commission to perform certain duties; requiring the review and
periodic reenactment of all existing and new tax expenditures; requiring staff
to monitor legislation affecting tax expenditures; permitting the continuation
of the tax expenditure by the legislature for a certain time
