imprisonment or other tort resulting in personal injury based on domestic abuse;
authorizing the establishment of a pilot project to develop a joint domestic
abuse prosecution unit to be administered by the offices of the Ramsey county
and St. Paul city attorneys, specifying the authority, duties and staff of the
unit and the goals of the pilot project, requiring progress and final reports to
the legislature by certain dates and the sharing of the results of the pilot
