Appointment of at least one member of the minority party in the house of
representatives and the senate required to any conference committee appointed to
resolve differences in a major appropriation bill, legislator compensation
suspended until major budget bills have been enacted, and legislators and the
governor required to mediate their differences after adjournment of the annual
legislative session in an odd-numbered year if the governor vetoes a major
appropriation bill.
