facto or third-party child custody procedures established. Sec. 4: Best
interests of a child detailed. Sec. 5: De facto and third-party custody orders
clarified. Sec. 6: Modification provided. Sec. 7: Provides for a fit and willing
relative to be named as a permanent legal and physical custodian. Sec. 8: Child
custody proceedings can no longer be commenced by a person other than a parent
