hf2515 FIFTH ENGROSSMENT Anti-terrorism act of 2002 established; providing
crimes for weapons of mass destruction, explosives, and hoaxes; extending the
public safety radio system; establishing an advisory council; authorizing bonds;
and appropriating money. ARTICLE 1 POLICY Section 1: Homeland security advisory
council established. Sec. 2: County debt authority provided to design,
construct, and acquire public safety communication system infrastructure and
equipment. Sec. 3: Emergency telephone service fee modified. Sec. 4: "First
phase" definition modified. Sec. 5: "Second phase" defined. Sec. 6: Council
authorized to provide money for second phase of public safety radio
communication system. Sec. 7: Bond issuance authorized. Sec. 8: Second phase
added to costs covered by fee. Sec. 9: Conforming change. Sec. 10: Conforming
change. Sec. 11: Conforming change. Sec. 12: Public safety radio system planning
committee established. Sec. 13: Statutory reference added to life without
release language. Sec. 14: Additional collection of biological specimens for DNA
testing authorized. Sec. 15: Terrorism added to definition of murder in the
first degree. Sec. : Damage to property of critical public service facilities,
utilities, and pipelines penalties provided and regulations detailed. Sec. 17:
Language updated to criminal damage to property in the first degree crime
regulations. Sec. 18: Trespass on critical public service facility, utility, or
pipeline crime established and penalties provided. Sec. 19: Real and simulated
weapons of mass destruction detailed regulations established. Sec. 20: Crimes
committed in furtherance of terrorism felony crime established. ARTICLE 2

Equipment money appropriated. Subd. 3: Training money appropriated. Subd. 4:
Bomb disposal squad money appropriated.Subd. 5: Hazardous materials emergency
